Avoid your mascara getting smudged 

one thing that makes mascara look ugly is if it smudges. Sometimes, the smudge happens because the eye cream or the concealer used is oil-based and still wet. You can prevent the smudging by applying powder first onto your lower eyelids before putting on the mascara. Also, try not to blink while putting the mascara on, or else it will definitely stick to your eyelids rather than to your lashes. hope this helps!

Is there a way to keep mascara from flaking into those fine line under the eyes? I stopped using mascara because I always get raccoon eyes after about 2 hours of wearing it.

I use waterproof mascara, and that doesn't smudge quite as much some that isn't waterproof. I don't know what else to suggest.

I use waterproof too, and I don't use mascara on the bottom lashes. If I need a dramatic boost, I either use a black eyeliner pencil and smudge it with black eyeshadow or just take some water and use my fingers to glide across the lashes as if using clear mascara.
