Sure it is possible!! Use curlers (the kind you leave in for a while) and first apply some foam setting lotion then roll them up the way you want. After spritz with hairspray.

Or use a curling iron to get the same effect. However if your hair doesn't keep a curl long, you will want to try this out for about a week straight to train your hair.

What's strange about my naturally curly hair is that it gets ringlets like Shirley Temple, but only when it's long. When it's shorter, it's just wavy. Go figure?!
