As far as i'm aware it is quite safe if in the right hands. I'd rather have a qualified beautician do mine but there are quite alot who arent as you can even buy DIY kits from Boots/Superdrug etc.
As it is so close to the eyes and you have to keep your eyes closed for awhile as the dye processes i'd advise looking into it first off, i'm sure there will be many high end beauty salons in NY though which will be able to do your tint and extensions in one go, also have you considered an eyelash perm?
